ONGC has signed a Heads of Agreement with Japan’s Mitsui OSK Lines to jointly build, own, and operate two very large ethane carriers (VLECs) to ensure feedstock supply for its petrochemical unit, ONGC Petro Additions (OPaL). This move anticipates Qatar’s revised LNG supply from 2028, which will exclude ethane and propane. To maintain OPaL’s production, ONGC will begin importing ethane by mid-2028. It previously invested ?1,500 crore in a C2/C3 extraction plant at Dahej. The deal is subject to board approvals.
